Is binary options trading legal or halal in Pakistan?

Last reviewed:

Short answer

Binary options platforms are not authorised in Pakistan. In April 2025 the SECP warned that offshore platforms offering options and other trading without approval are illegal, named Quotex as not authorised, and referred it to the FIA, PTA and Google for blocking. Binary options are all-or-nothing bets on short price moves with odds set against the user, and Islamic scholars widely consider them gambling.

How a binary option works

You pick an asset and a short expiry — often 1 to 5 minutes — and bet whether the price will be higher or lower when time runs out. If you are right you receive a fixed payout, typically 70–90% of your stake; if you are wrong you lose 100% of it. Because wins pay less than losses cost, you must be right well over half the time just to break even, before the platform's own pricing works against you.

Why regulators ban or warn against them

  • The European Union banned the sale of binary options to retail investors in 2018 after finding most customers lost money.
  • Platforms usually act as the counterparty: your loss is their profit.
  • Many are unregulated offshore companies that refuse or delay withdrawals.
  • Affiliate marketing on YouTube, TikTok and Telegram rewards promoters when followers deposit — and often when they lose.

The legal position in Pakistan

Securities, commodity and derivatives trading in Pakistan must go through SECP-licensed intermediaries on regulated venues such as PSX and PMEX. The SECP's April 2025 release said investors using unauthorised offshore platforms face fraud, misappropriation of funds and total loss, told the public not to open accounts or deposit money with Quotex or similar platforms, and asked the FIA, PTA and Google to act. Funding such platforms through Pakistani cards, wallets or P2P can also breach State Bank rules.

The Islamic view

A binary option involves no ownership of any asset — only a wager on a short price move with a fixed win or total loss. Scholars widely classify it as maysir (gambling) and impermissible, regardless of whether the platform calls its account "Islamic".

Common pitches to recognise

  • "Guaranteed 90% win rate signals" sold in Telegram groups.
  • "Turn Rs 5,000 into Rs 1 lakh in a week" videos showing only winning trades.
  • Bonuses that lock your deposit until you trade a large multiple of it.
  • Offers to trade your account for a share of profits.
